Treasury Seeks to Bar Investments in Foreign Super Intelligence Developers
Thursday, November 5, 2026 · first reported by Haynes Boone via JD Supra
A proposal from the Department of the Treasury would stop U.S. persons from putting money into covered foreign persons whose work includes building any super intelligence (SI) system. Proposed Section 851.208 ties the covered status to a country of concern, China being the example given. Entities organized in or mainly based in that country fall within it, and so do its citizens and its government.
